David Lawrence is the Antitrust Division’s Policy Director. He has overseen antitrust policy at the DOJ for seven years, and now supervises its Appellate, Competition Policy, and International sections in addition to advising senior leadership on all aspects of enforcement policy. Serving in the Front Offices of eight Assistant Attorneys General, he has authored over a hundred significant briefs and policy statements, including the 2023 Merger Guidelines and 2020 Vertical Merger Guidelines. Prior to joining the Division’s leadership, he litigated significant antitrust cases in a wide range of industries and led the FCC’s review of the T-Mobile/Sprint Merger. Following graduation from NYU Law, he clerked for judges on the Second Circuit Court of Appeals and the United States District Court for the Southern District of New York.
