Currently works as the Director of Competition at the Consumer Protection and Competition Directorate General, Ministry of Commerce. Mr. Penn, obtained his Master's Degree of Private law from the Royal University of Law and Economics (RULE) in 2016. In addition, he was a secondee to the New Zealand Commerce Commission (NZCC) and the Korean Fair Trade Commission (KFTC). In his time with the CCF, Mr. PENN has been assigned to work with the draft law on competition and regulations under the law on Consumer Protection. He is also responsible for working with international and national consultants to design and manage regulatory documents under the law on Competition, including Sub-Decree(s) and Prakas(s). From 2023 to 2025 Mr. PENN also serve as the Deputy Director General of the Consumer Protection Competition and Fraud Repression Directorate-General (CCF), Ministry of Commerce of the Kingdom of Cambodia.
