Leah is the General Manager of the Competition Enforcement and Cartels branch at the Australian Competition and Consumer Commission. In this role, she leads teams that investigate and take enforcement action in relation to anti-competitive conduct and cartels, as well as managing the ACCC’s cartel outreach, immunity and whistleblower programs.

Over the course of her career at the ACCC, Leah has held a range of enforcement-based roles and for a number of years also led the ACCC’s financial services competition function, which delivered advice to government relating to a range of competition issues in home loan pricing, foreign currency conversion and retail deposits.

Highlights of her career at the ACCC include leading the ACCC’s first criminal cartel prosecutions as well as major litigation under the misuse of market power provisions. More recently, she has led teams that have commenced civil enforcement action across a range of critical sectors of the economy, spanning government procurement, construction and food supply chains.

Prior to joining the ACCC, Leah was a Senior Associate in private practice. She specialized in competition and consumer law, with a focus on complex competition litigation.
